NFHS 2000-01 BASKETBALL RULES EXAMINATION - PART I
Note: In the exam situations, A refers to offensive team and B refers to their opponents, the defensive team. A1 and B1 are players of Team A and Team B. Unless otherwise stated: a single foul or free throw exists; all equipment, situations and acts are legal; a tap is toward the tapper's basket; and it is a two-point field goal. No errors or mistakes are involved unless noted. A. Violations 1. It is a violation when, during a designated spot throw-in by A1, A2 is out of bounds. 2. If A1 jumps from A's frontcourt and while airborne, catches the throw-in pass, it is a violation if he or she then lands in A's backcourt. 3. No violation occurs when dribbler A1 steps out of bounds to avoid B1 and then comes back inbounds to continue the dribble. 4. It is a violation if a defensive player jumps from the frontcourt, secures the ball with both feet off the floor and returns to the backcourt. B. Fouls 5. It is a technical fould if a player strikes the backboard while a try is in flight. 6. A personal foul cannot occur during a dead ball. 7. An indirect technical foul is assessed to the head coach when bench personnel is charged with a technical foul. 8. It is a technical foul if a player places a hand on the backboard to gain an advantage. C. Violations 9. The third technical foul charged to any bench personnel, other than the head coach, results in disqualification of the offender. 10. An intentional foul is assessed to a player for placing a hand on the backboard or rim to gain an advantage. 11. Prior to the bonus, the penalty for a common foul is one free throw. 12. A substitute who fails to report and enters without being beckoned is charged with two technical fouls. D. Definitions 13. 13. A tap shall be considered the same as a try for field goal, except with three-tenths of a second or less. 14. 14. A jump ball ends when the tapped ball touches a backboard. 15. 15. An airborne shooter is a player who has released the ball on a try for goal and has not returned to the floor. 16. 16. If the airborne shooter commits a common foul, it is a player-control foul. E. Substitutions 17. Only a player required by rule to be replaced may be substituted for prior to the first of multiple free throws. 18. If a substitute enters illegally, he/she becomes a player after the ball becomes live. 19. A disqualified player must be replaced in 30 seconds when a substitute is available. 20. A substitute must report or be in position prior to the warning signal during a 30-second or a full time-out. F. Officials' Duties 21. The referee must notify the coach and the player of a disqualification. 22. The referee shall inspect and approve all game equipment. 23. The officials' jurisdiction ends when the referee leaves the visual confines of the playing area, even if he/she has not approved the final score. 24. Any official may administer the alternating possession throw-in to start the second, third or fourth quarters. G. Court and Equipment 25. One visible manufacturer's logo/trademark is permitted on the pants, compression shorts, socks, and sweatbands/headbands. 26. A narrow broken line used as a restraining line when space is limited becomes the boundary line during a throw-in on that side or end. 27. A visible display shall be located at the scorers' table to indicate team possession for the alternating-possession procedure. 28. The court is legally marked if a shadow line is used to designate the division line through the team mascot painted at center court. H. Fouls 29. If two B players commit a multiple foul on A1 during an unsuccessful 3-point try, A1 is awarded four free throws. 30. The second technical foul charged to any bench personnel other than the head coach results in disqualification of the offender. 31. A foul by a non-player is a technical foul. 32. An excess time-out results in a technical foul that is charged directly to the coach. I. Live Ball - Dead Ball 33. The ball becomes dead on a free throw when the try hits the floor. 34. On a jump ball, the ball becomes live when it is legally tapped by one of the jumpers. 35. The ball becomes dead immediately if a tap by A1 is in flight toward A's basket when time expires. 36. The ball does not become dead if time expires before A1 releases the ball on a try for goal. J. Definitions 37. A1 is in player control while dribbling. 38. There is no player or team control while the ball is in flight during a try or tap. 39. The throw-in ends when the throw-in pass touches the floor or front surface of either backboard. 40. A tab by A1 toward A's basket ends in the same manner as a try. K. Penalty Administration 41. The coach or captain may designate who will shoot the free throws awarded for a technical foul. 42. The third indirect technical foul charged to the head coach results in disqualification and ejection. 43. If a team fails to submit its roster of players and fails to designate the five starting players as required, two technical fouls will be charged. 44. It is possible for the second quarter to begin by administering a personal foul penalty. L. Free Throws 45. A substitute throw is awarded if B1 violates and A1's attempt is unsuccessful. 46. If A1 is injured when fouled and is replaced by A6, A2 may attempt the free throw(s) awarded to A1. 47. Restrictions on players not in marked lane spaces apply until the ball touches the ring or backboard or the free throw ends. 48. Award free thrower A1 a substitute throw when, during a free throw, B1 violates and the attempt is successful. M. Jump Ball 49. Neither jumper may leave the circle when the ball has been tossed. 50. The tossed ball must be tapped by one or both of the jumpers after it reaches its highest point. 51. When the official is ready to toss the ball and until the ball is tossed, non-jumpers shall not move onto the center circle. 52. All jump-ball restrictions end when the tapped ball touches the floor, a non-jumper, a basket or backboard. N. Throw-ins 53. Following an awarded goal, the team which did not score may throw-in from any point outside the end line where the goal was made. 54. No teammate of the thrower shall be out of bounds after a designated spot throw-in begins. 55. The ball is awarded for a throw-in at the designated spot nearest the foul after a player-control foul. 56. On a throw-in, the ball becomes live when it touches an in-bounds player. O. Free Throws 57. A free throw cannot end until it is either touched by a player, or becomes dead because an official sounded a whistle. 58. Players shall not occupy spaces along the free-throw lane during the free throws awarded for a flagrant personal foul. 59. A free throw ends when it is successful. 60. Players may occupy the area behind the free-throw line extended outside the free-throw semicircle and inside the 3-point line. P. Officials' Duties 61. The officials' jurisdiction actually begins in the dressing room if they are not able to be on the floor 15 minutes before the start. 62. The officials' duties include prohibiting practice during a dead ball except between halves. 63. No official has the authority to set aside or question decisions made by any official within the limits of their respective outlined duties. 64. The official who makes the call shall notify the coach and then notify the player of a fifth and disqualifying foul. Q. Verticality 65. The principle of verticality is in effect whether or not a legal guarding position has been obtained. 66. The defender should not be penalized for leaving the floor vertically or having his/her hands and arms extended within his/her vertical plane. 67. On a jump ball, the clock starts when the ball is touched by a non-jumper. 68. The player with the ball is to be given more protection and consideration than the opponent when judging a situation in which it is difficult to determine which player has violated the verticality rules. R. Coaching Rule 69. It is a technical foul for a coach to stand within his/her bench area to replace a disqualified player. 70. The coach is permitted to rise off the bench at any time to signal players to request a time-out. 71. During the game a coach may not use card or signs to communicate with players on the court. 72. With the clock running, the head coach may, without penalty, confer at the scorers' table to request time-out regarding a correctable error. S. Timing 73. A 20-second warding signal shall be given when replacing a disqualified player. 74. The clock shall be stopped as soon as an official halts play because a player is injured. 75. Playing time for a varsity game may be reduced by mutual agreement of the opposing coaches. 76. By mutual agreement between opposing coaches, the three full time-outs may be converted to six 30-second time-outs. T. Alternating Possession 77. It is an alternating-possession procedure after a jump/held ball. 78. If Team B controls the game-starting jump ball, the arrow will be set toward Team A's basket. 79. Alternating-possession procedure applies for all jump-ball situations other than the start of the game and the start of each extra period. 80. It is an alternating-possession procedure after a double free-throw violation. U. Goaltending - Basket Interference 81. Basket interference may be committed by a player of either Team A or B. 82. It is a violation to touch the net while the ball is on or within either basket. 83. It is a violation to touch the ball while it is on the ring. 84. Goaltending can occur during a tap even though there was no control by the tapper. V. Extra Periods 85. Part of a penalty may be carried over from one extra period to the next extra period. 86. Teams shall change baskets for each extra period played. 87. If a technical foul is administered to start an extra period, a jump ball will follow to establish the alternating-possession procedure. 88. Extra periods are an extension of the fourth quarter. W. Fundamental Statements 89. Continuous motion applies both to tries for field goals or free throws. 90. Neither team is in control during a jump ball or during a throw-in. 91. Whether the clock is stopped or running is the determining factor in whether or not a goal counts. 92. It is not possible for a player to travel during a dribble. X. Definitions 93. Team A is in control while the ball is loose after B1 deflects a pass from A1 to A2. 94. Dunking is legal only with a live ball secured entirely outside of the basket and the cylinder above it. 95. A warning to a team for delay is an administrative procedure by an official which is recorded in the score book by the scorer and announced to the coach. 96. A traveling violation results if A1, while holding the ball, touches the floor with a knee or any other part of the body other than hand or foot. Y. Scorers' Duties 97. The scorers shall be responsible for the possession arrow. 98. The scorers shall signal in each half when a player commits a common foul beginning with his or her team's 7th and 10th foul. 99. The scorer shall notify the nearer official when there is an infraction of the rules pertaining to submission of the roster. 100. The scorer shall record the time-outs charged to each team and notify a team and its coach, through an official, whenever that team has only one allotted time-out remaining.
